That is why we decided to tell the story of one police major general from Perm. Our hero's name is Yuri Gorlov. He has headed the regional police of the Perm Territory for 6 years.

First things first - airplanes

All Perm media were filled with reports about the sale of land at the Bakharevka airport for next to nothing, but the police did not see anything reprehensible in this: 123 hectares of land, as a result of a fictitious auction, were sold for 72 million rubles, while the cadastral value of this land is 1. 4 billion, and the market value is more than 3 billion rubles. The auction was carried out with gross violations: the announcement of the auction was not published in the public media, as required by law, but in a special issue of a private city newspaper. The cornerstone of a financial pyramid

In May 2007, the company Kama Invest LLC was registered in Perm, which turned out to be an ordinary financial pyramid: money was collected from the population under the promise of large interest payments. In total, in Perm, the scammers collected about 300 million rubles and deceived more than 1,200 people, and the wife of the region’s chief police officer, Olga Gorlova, invested 2 million rubles in the pyramid. When journalists asked Yuri Gorlov about this, he chose to remain modestly silent. By the way, where does a policeman’s wife get such money that she’s not afraid to risk?

It is interesting that the newly-minted rentier Gorlova was one of the few who received dividends from the pyramid in the amount of 12% quarterly, while the rest of the investors received only a fig and butter. How did this become possible? The casket opens simply: the deputy general director of the financial pyramid at this very time was the youngest son of the prosecutor of the Perm region Igor, whose father Alexander Kondalov supervised the investigation of this criminal case.

We don’t know for sure whether Gorlova’s money was returned, but the following is known: about 70% of defrauded investors were pensioners, and 10% collected money to buy apartments. Pensioner Nina Petrovna Torsunova, for example, contributed 800 thousand rubles to the pyramid on October 18, 2007, and upon learning that her money was stolen, she attempted suicide.

Further, “charitable donations are not regulated, but they exist and amounted to only 3,574 rubles per member of the organization.” This is where the question arises: what kind of donations are these? What, is the Central Internal Affairs Directorate some kind of private organization? Or a government agency?

Indeed, in recent years the police have begun to celebrate their professional holidays more loudly and luxuriously. Soon the heads of enterprises and entrepreneurs of the Perm region learned about their number: Investigation Day, Traffic Police Day, BEP Day, Licensing and Permit Service Day, Inquiry Day, Criminal Investigation Day, Police Day, Personnel Education Day, etc. commercial structures letters from the Central Internal Affairs Directorate regarding the allocation of charitable assistance for various events. For these purposes, special application forms have been developed.

In 2008 alone, enterprises in the city of Perm and the region provided charitable assistance in the form of monetary donations to the bank account of the Rubezh Foundation 248 times, totaling more than 8 million 200 thousand rubles. We can safely report to the President of the Russian Federation that in the Perm Territory the federal law of December 26, 2008 No. 294-FZ “On the protection of the rights of legal entities and individual entrepreneurs in the exercise of state control (supervision) and municipal control” has been implemented ahead of schedule. After contributing a sufficient amount of money to charity, a business manager or entrepreneur can truly sleep peacefully for a certain period of time.

The worst thing about this proven scheme is that obvious violators of the law often became the benefactors of our police. In order to avoid punishment and an easier way out of the current situation, the violator chose the role of a sponsor-philanthropist and could remain untouchable, while a decent, law-abiding person seeking truth and justice was left with nothing, or, on the contrary, a law-abiding entrepreneur provided assistance after contacting him , hoping not to fall under police pressure.

Example: In September 2007, the head of Chuvashskaya Maslosyrbaza OJSC, Cheboksary, addressed the Central Internal Affairs Directorate for the Perm Territory with a statement to conduct an inspection regarding the debt incurred for the goods supplied by the Iceberg Trading House OJSC (Perm). The verification of this application was not carried out, but was sent from one district police department to another. No decision has been made on the application to date. In December 2008, the applicant was given an interim response that the appeal had been sent to the Dzerzhinsky Department of Internal Affairs. At this point, all verification of the application stopped. At the same time, it was established that the head of OJSC Trade House Iceberg, who committed illegal actions in the form of appropriation of someone else's property, contributed a certain amount of money to the Rubezh fund on November 7, 2008.

Another example. The head of the wholesale warehouse, individual entrepreneur Khalygov Ilham Allahverdi Ogly, who has certain problems with the law, provided charitable assistance on May 23, 2008, contributing 50 thousand rubles to the Rubezh fund, apparently also hoping for leniency.

The police have developed a ritual for initiation into colonelhood, and for all “newly made” it looks like this. The young colonel must “set the table” at the Central Internal Affairs Directorate for the Council of Colonels (126 officers in total). The menu and alcohol must correspond to the status. Therefore, the young officer is forced to turn to entrepreneurs for the same charitable help, only bypassing the Central Internal Affairs Fund. If you call a spade a spade, such extortions in legal language can be qualified not as charity, but only as extortion.
