Recommended sample form for a request to provide information contained in the Unified State Register of Real Estate about real estate objects and (or) their rights holders

If the request is submitted in the form of a paper document when contacting a multifunctional center for the provision of state and municipal services in person (hereinafter referred to as the multifunctional center), the multifunctional center to which the request is submitted is indicated.

Request details 2 are filled in by the specialist receiving the request, or automatically when submitting the request.

When describing a property, its cadastral number (or a previously assigned state registration number) must be indicated.

One of the types of real estate objects is ticked. If the proposed list does not contain a type of real estate object, information about which is required by the applicant, this type of real estate object is indicated by the applicant after the word “other” (before which in this case a tick is also placed).

Additional information is indicated (if available), for example: inventory number of the object, number of floors, etc.

When describing the copyright holder, the following must be indicated: the name of the legal entity, INN and ORGN - for a Russian legal entity, the name and country of incorporation, KIO - for a foreign legal entity; for the Russian Federation - the words "Russian Federation", for a subject of the Russian Federation - the full name of the subject of the Russian Federation, for a municipal entity - the full name of the municipal entity (according to the charter of the municipal entity), for a foreign state - the full name of the foreign state.

If the applicant knows the previously existing name(s) of the legal entity, which is not current at the time of submission of the request, and the change in the name is not related to the reorganization of the legal entity - the creation of a new legal entity, then this information is also indicated in this part of the request.

When describing the copyright holder, the following must be indicated: last name, first name, patronymic (the latter - if available), date of birth, details of the identity document - type of document, its series and number, date of issue. If the request is submitted by the copyright holder himself or his representative and the copyright holder is subject to compulsory pension insurance under the legislation of the Russian Federation, the insurance number of the individual personal account in the compulsory pension insurance system (SNILS) of the copyright holder must also be indicated.

If the applicant knows information about the copyright holder (last name or first name or patronymic, details of an identity document), which is not current at the time of submission of the request, then this information is also indicated in this part of the request.

Middle name is filled in if available.

One type of document is indicated, established in accordance with Part 6 of Article 62 of the Federal Law of July 13, 2015 N 218-FZ “On State Registration of Real Estate” (Collected Legislation of the Russian Federation, 2015, N 29, Art. 4344) (hereinafter referred to as the Law ).

Indicate: the type and (or) purpose of the real estate object (real estate objects), about the registered rights for which information is requested (for example, “residential premises” or “residential houses, apartments, rooms”); in relation to land plots, the category of land may be indicated (for example, “land plots of the category of agricultural land”); if information about any real estate is required, the word “all” is indicated.

If the requested information is required for real estate located on the territory of a certain subject(s) of the Russian Federation, the line “on the territory” indicates the name(s) of the subject(s) of the Russian Federation, if information is requested for real estate located throughout the Russian Federation, the words “Russian Federation” are indicated.

When requesting information in the form of an extract from the Unified State Register of Real Estate about the rights of an individual to the real estate properties he/she has, the following is indicated: either the date that has passed at the time of submission of the request, as of which and the period that has elapsed before the information is requested (for example, “as of 12/31/2016 "), or a specific date (day) as of which information is requested (for example, "01/01/2017"), or the start and end dates of the period for which information is requested (for example, "from 01/01/2015 to 12/31/2016" ), or only the start date of the period for which information is requested (for example, “from 01/01/2016”).

When requesting information in the form of a certificate about persons who received information about a real estate property, indicate: either the start and end dates of the period for which information is requested (for example, “from 01/01/2015 to 12/31/2016”), or only the start date of the period, for which information is requested (for example, “from 01/01/2016”).

Information about the title document (type, details) is indicated, as well as, if necessary, its provisions that are of interest to the applicant. It may also be indicated that information is required about the title document on the basis of which the transfer of the right to the property specified in the request from one person to another was registered or on the basis of which a specific person specified in the request acquired the property.

The name of the rights registration authority to which the applicant submitted the request in person, by post or electronically is indicated. If a request in person is submitted to a federal state budgetary institution, empowered by a decision of the authorized body to receive requests and issue documents in the form of which information is provided, the applicant, at his own request, may indicate either this institution or the territorial body of the authorized body operating in the territory of the cadastral county where this institution is located.

If the request is submitted in the form of a paper document when contacting a multifunctional center in person, the multifunctional center to which the request was submitted is indicated.

The method of providing information in the form of an electronic document, which is sent by the rights registration authority to the applicant by sending an electronic document using web services, can be chosen in the case of submitting a request in electronic form using web services.

The applicant - notary fills out the columns: “Last name, first name, patronymic”, “Telephone”, “Postal address”, “E-mail address”.

The insurance number of an individual personal account in the compulsory pension insurance system (SNILS), if available, is indicated by a person who is subject to compulsory pension insurance by the legislation of the Russian Federation.

When sending a request in electronic form, as well as by post (if payment is made after sending the request to the rights registration authority), the telephone number (subscriber number of the mobile radiotelephone communication device) and email address are required.

When indicating to receive the requested information in the form of an electronic document, an email address is required.

The name and details of the documents attached to the request are indicated, including:

payment document for providing information (if the provision of such a document is provided for by the Procedure for providing information contained in the Unified State Register of Real Estate);

a document confirming the authority of the applicant's representative;

a document confirming the applicant’s authority to act on behalf of a legal entity without a power of attorney;

a power of attorney issued by the copyright holder (his legal representative) and confirming the authority of the person who received such a power of attorney to submit a request and (or) receive information contained in the Unified State Register of Real Estate;

a power of attorney issued by the General Director of the Fund to the Deputy General Director of the Fund or the head of a branch or representative office of the Fund and confirming the authority of the person to whom such a power of attorney was issued to receive information;

a document issued by an authorized body and confirming the powers of the legal representative of the copyright holder who is not his parent (copy);

an extract from the Unified State Register of Legal Entities, which can be provided at the initiative of the applicant;

the ruling of the arbitration court on the approval of the arbitration manager, the bankruptcy trustee, the decision of the control body on the appointment of a temporary administration of the financial organization (copy);

a document issued by a notary and confirming the applicant’s right to inherit the property of the copyright holder by will or by law;

agreement (other document of title), on the basis of which the mortgagor’s right was registered and a mortgage arose on the basis of law in favor of the applicant (copy);

mortgage note with a note on the transfer of rights under the mortgage to the applicant (koshm);

statement of the securities account containing information about the applicant as the owner of the mortgage (when carrying out depositary accounting of the mortgage) (copy);

a document confirming the transfer of rights under the mortgage to the applicant as a result of the reorganization of a legal entity or by inheritance (copy);

a court decision that has entered into legal force recognizing the applicant’s rights to the mortgage (copy).

To be completed by a notary in cases where the authenticity of the signature of the applicant (his representative) in accordance with the Procedure for providing information contained in the Unified State Register of Real Estate must be certified by a notary. If there is no notary in a settlement or a settlement located on an intersettlement territory, the head of the local administration of the settlement and a specially authorized official of the local government of the settlement or the head of the local administration of a municipal district and a specially authorized official of the local government of the municipal area have the right to certify the authenticity of the signature, respectively.

A request to the rights registration authority can be submitted in the form of a paper document or in the form of an electronic document, and to a multifunctional center - in the form of a paper document upon personal application. If the request is filled out by the applicant independently on paper, the following sign is placed opposite the selected information in a specially designated column:

A paper request is made on standard A4 sheets. If there is not enough space on one sheet to place the details, the request can be submitted on two or more sheets. Filling out the application

If all the data is filled out correctly, after some time the “Waiting for payment” mark will appear in your personal account next to the request. The cost of the statement depends on the method of obtaining it. If an electronic certificate is enough for the user, then the state fee will be 300 rubles for individuals and 600 for legal entities. A certificate in paper equivalent for individuals will cost 750 rubles, and for legal entities - 2200. In some cases, an extract can be provided without paying a state fee. What are the Unified State Register and the Unified State Register of Real Estate?

EGRP and EGRN are abbreviations that actually mean the same thing. EGRP, or unified state register of rights to real estate, is a term that was used until 2017. Now it has been completely replaced by the Unified State Register of Real Estate.

To submit a request to provide information from the Unified State Register of Real Estate in electronic form, you must go to the official website of Rosreestr. In the “Electronic Services” menu, you must select the “Submit a request for USRN information” tab.

Forming a request consists of the following steps.

  • Step 1. You must select the type of information requested, the object or subject about which you want to receive information.
  • Step 2. It is necessary to fill in information about the applicant or the applicant's representative in the required fields of the request form.
  • Step 3. If there are documents attached to the request and necessary to provide information from the Unified State Register of Real Estate in accordance with the law, they must be added at the third stage of forming the request.
  • Step 4. You need to check the content of the request.

Please note that applicants who are individuals do not require an electronic digital signature (hereinafter referred to as EDS) to receive publicly available information. To obtain restricted access information, individuals must have an electronic signature. For applicants who have the right to provide information from the Unified State Register free of charge, the presence of an electronic signature is mandatory for requesting any type of information.

After sending, a message will appear indicating that the request has been registered and its number. Using the number in the “Check Request Status” service, you can track the current status of the request. It is also necessary to save a special code, without which it will be impossible to receive documents on the portal.

Obtaining information from the Unified State Register by providing access to an information resource containing information from the Unified State Register

The “Request to Information Resource” service is designed to enable users who own an access key to search and view publicly available information about real estate, as well as request and copy restricted information (to the extent of an extract from the Unified State Register of Real Estate) about a real estate property (for a fee) .

An access key is issued free of charge when applying to the Federal Service for State Registration, Cadastre and Cartography, its territorial bodies, as well as to its subordinate state budgetary institutions and their branches within no more than five working days from the date of receipt of the request.

The key is valid for 1 year.

Having received the access key, you need to go to the official website of Rosreestr, in the “Public Services” menu, in the additional options, among the list of services provided, open the “Request to an information resource” tab. This section contains the user manual.

Work in the service consists of the following steps:

  • Step 1. You must enter the access key previously obtained from the territorial department of the Rosreestr Office.
  • Step 2. Create a request in the “Search for real estate” section, or enter the identification data of the copyright holder in the case of creating a request for information about the rights of an individual.
  • Step 3. Sign the digital signature request and send it (to request information in the amount of the USRN extract).
  • Step 4. Receive the results of the request for information in the volume of the USRN extract in the “My Applications” section; information about all generated requests is also reflected here.

Forms of documents in which information from the Unified State Register is provided

Public information (at the request of any individual or legal entity) - an extract from the Unified State Register of Real Estate (containing publicly available information about registered rights to real estate).

Restricted information:

  • certificate of contents of title documents;
  • an extract from the Unified State Register of Real Estate on the transfer of rights to a real estate property;
  • an extract from the Unified State Register of Real Estate on the rights of an individual to his real estate assets;
  • an extract from the Unified State Register of Real Estate recognizing the copyright holder as incompetent or partially capable;
  • certificate of persons who received information about the real estate property;
  • an extract from the Unified State Register of Real Estate on the rights of an individual to the real estate objects that he/she has;
  • copies of an agreement or other document expressing the content of a unilateral transaction concluded in simple written form.
